We were having an issue to make the web client work after an upgrade to 2018 CU60 from 2017.
After successful authentication, the web client would freeze.
We finally found out that the web client was trying to get 2 .js files from internet (Ajax.aspnetcdn.com) and since internet is restricted in the server due to security reason, it could not get hold of the resources it needed.
This solution* posted by user Yokun in community.dynamics.com helped resolving the issue:
We had to set “LoadScriptsFromCdn" to false in “navsettings.json", saved it and restart the Web Site at IIS
